Prepare Dough: In a large bowl, mix warm milk, yeast, and sugar. Let sit for 5–10 minutes until foamy. Add flour, melted butter, egg, and salt. Knead until smooth and elastic (8–10 minutes). Cover and let rise for 1 hour or until doubled.
Make Filling: Stir together softened butter, brown sugar, and cinnamon. Fold in chocolate chips and crushed cookies.
Shape Rolls: Roll dough into a large rectangle. Spread filling evenly over the surface. Roll tightly into a log and slice into 12 equal pieces. Place in a greased baking dish.
Second Rise: Cover and let rolls rise for 30–40 minutes until puffy.
Bake: Preheat oven to 350°F (175°C). Bake for 20–25 minutes until golden brown.
Make Frosting: Beat cream cheese, butter, powdered sugar, and vanilla until fluffy. Add blue food coloring until desired shade is reached.
